The Former President's Woke Alarm Overlooks Europe's Real Threat: Economic Decline.

The recent US national security strategy presents a flawed assessment of Europe. The document asserts that open-border policies and what it terms "woke" agendas represent an existential threat to European civilization. However, this perspective rests on a serious misinterpretation of the situation. The actual danger confronting the EU is not cultural but technological and economic backwardness.

The Stark Growth Gap Separating the US and Europe

The data reveal a stark picture. From 2008 and 2023, American economic output grew by 87%, while a mere 13.5% increase for the EU. Over this period, EU GDP per capita fell from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a greater average income than several leading European economies like France and Italy.

Today, about half of the world’s top fifty tech companies are American, while a mere four are European.

The Technological Deficit: A Critical Problem

The growing disparity stems from superior productivity growth in the US, largely due to breakthroughs and better use of resources. The scene of global tech dominance is decidedly American. In the last fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, compared with only fourteen in the European continent.

This gap prompts a vital question: As the competition for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely concede it is essentially a contest between two involving the United States and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

A number of major factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a true capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hinder European business. A US startup can launch a service under one regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is split among twenty-seven separate systems, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, business failure was historically met with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

Despite these challenges, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key reports on EU competitiveness and the internal market highlight the necessity of sweeping reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher levels of commercial innovation.

The continent still possesses significant strengths: skilled human capital, excellent education systems, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation tech, it can still dramatically boost productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. However, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
